Speaking at the opening of the Premiers' conference in Buala, Isabel, Mr Philip said the Federal Constitution is an important issue which the country needs "to walk through with caution and vigilance."
He assures all Premiers that his Government is keen to see that comprehensive reforms are undertaken to make way for the new Constitution.
Mr Philip said everyone must work hard to support the national government realize its dream in creating "a new Solomon Islands."
