This was revealed by the Director of the Entertainment Committee, Placid Walekwate.
Mr Walekwate says the lights going off at the ceremony was part of the programme to allow performers to prepare and go back to perform.
However he says a technical fault with one of the system, resulting in a heavy load of electricity had caused the power to come back on late.
Mr Walekwate says the power cut took about 25 minutes while it was being sorted out.
He maintains it was no one's fault but a technical problem that could not be avoided

The power outage experienced at the opening of the Festival of Pacific Arts was said to have been a result of a technical problem.
