Speaking on behalf of the Alliance of Small Islands States, and Least Developing Countries - Environment, Conservation and Meteorology permanent secretary - Rence Sore describes this latest move as a silent war against the survival of small developing states.
Mr Sore says after two years of negotiation for green house gas reduction - small islands states had achieved nothing but deadlock.
He says the inaction would mean many more displaced people in small island states as a result of rising sea levels and land degradation.
Mr Sore made the comments at the close of last week's climate change negotiations in Barcelona, Spain.

Solomon Islands has issued strong opposition to reports that certain developed countries who are parties to the UN Convention on Climate Change, are scaling back from a fair, ambitious and legally binding deal they hope to reach at Copenhagen next month.
