The report however, will not be made public until the cabinet decides.
Prime Minister, Dr.Derek Sikua says there have been concerns about the safety of those who came forward to give evidence during the inquiry.
It has taken the Commission of Inquiry nearly five months to hear the witnesses who were willing to tell their versions of the April Riots.
