Whether I am a bush political anaylist or not does not matter but what matters in my view is revelation of the truth. Many peole have talked about projects through the BUA.From very realiable sources BUA as a concept is certainly there. BUA as a plan is yet to be completed, infact the newly formed Ministry of Rural Developent and Indgineous Affairs was and is still trying to find it's nich'e. I hope it will do so soon. So I guess what we see happening in the Provinces is individual Ministrial Projects that have been wrapped with BUA.
